Post Semi-Sealed League
I've come upon a store in my town that has the potential for a revived Warlord group. I also would like my collection to find homes in places other than my garbage bin. In order to get this going I am thinking of starting a "Semi-Sealed" League. The premise being that I use my collection to make legal decks and then randomly give them to the players, They play, fun is had. Some things that occur to me on a smaller scale though:

Booster Packs: pretty sure people will want to customize the decks. When do I allow boosters to be taken (i.e. every player gets one before every round? starting at the beginning or after the first round?) and how do I form them (numbers of each rarity, do you include Warlords)?

Overall rules: Is trading allowed? Switching Warlords if you draw another? Do you have to register to a faction?

Any suggestions are much appreciated.

Well, if you have a large enough collection the idea of letting everyone just go ahead and make their own deck, but doing it highlander to save card pool and add a little extra strategy and balance, isn't too bad
