does the static text on the weapon still apply to a viper whip strike if played by a fighter-wizard or rogue wizard?

I assume yes but not certain.

It most certainly is an effect. The static texts sets up an effect for certain conditions. Viper Whip would ignore the weapons effects. All of them.

If the weapon/item gave a feat like Power Attack, that feat could still be used. That is because feats are granted to the character, they are not restricted as item use.

I should have known the static text doesn't apply, I used to run Dhamir with viper whip and backbiter which never multi wounded nor did it wound me if I missed. I feel dumb lol
